Howard was the son of Volney E. Howard, the first attorney general of the state of Texas in 1836. Frank Howard was graduated from Heidelberg University with a medical degree and then took up law to become an attorney. He was said to be a linguist "of no ordinary mark," having studied French, German, Spanish and classical languages.〔("Personnel of the Ticket," ''Los Angeles Herald,'' October 11, 1890, page 4 )〕 He settled in Los Angeles, California, before 1865.〔
